Elena Valerievna Vinogradova

Doctor of Juridical Science, Professor, St. Petersburg State University

E.V. Vinogradova worked in the scientific research institute of Gosstroy of the Russian Soviet Federative Socialist Republic (State Committee for Construction in the Soviet Union). In 1998 she defended the candidate dissertation, and in 2001 the doctoral dissertation in the field of ecological safety. She was a Professor in Stavropol State University, People’s Friendship University of Russia (PFUR). She took different positions in Public Administrations when working in General Prosecutor’s Office, the Federation Council of the Federal Assembly, and the Constitutional Court of the Russian Federation. During 9 years E.V. Vinogradova presented the Federation Council in the Constitutional Court as a representative of the party that adopted and signed a disputed regulatory legal act. She participated in a working group making the Federation Council annual reports on the state of legislation. She is the author of about 100 publications, including three monographs, co-author of 5 Comments to the Criminal Code of the Russian Federation, 3 educational books. At the present time E.V. Vinogradova is a counsellor to the Judge of the Russian Federation Constitutional Court, Professor in St. Petersburg State University, member of the Expert Council at the Federation Council Committee on constitutional legislation, legal and judicial questions, development of civil society.
