LAW-MAKING OF LOCAL SELF-GOVERNING BODIES: PROCEDURE AND RESULTS"},"content":{"rendered":"<div align=\"center\">\n<div class=\"issuuembed\" style=\"width: 525px; height: 377px;\" data-configid=\"6444342\/8689559\"><\/div>\n<p><script src=\"\/\/e.issuu.com\/embed.js\" async=\"true\"><\/script><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><b style=\"color: #000000;\"><span lang=\"EN-GB\">Abstract.<\/span><\/b><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0The article describes the law-making activities of local self-governing bodies, analyses the laws regulating the local self-government system, and studies the\u00a0nature of the power<\/span><span lang=\"EN-GB\" style=\"color: black;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: black;\">authorities of population<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">and their direct as well as their indirect expression. The notions of popular sovereignty and democracy are discussed, and the point of view that the population does not have<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">independent competence for direct decisions on issues of a power-wielding nature is contested.
