PROBLEMS OF LAW-MAKING IN THE AREA OF TECHNICAL REGULATION"},"content":{"rendered":"<div align=\"center\">\n<div class=\"issuuembed\" style=\"width: 525px; height: 377px;\" data-configid=\"6444342\/8689596\"><\/div>\n<p><script src=\"\/\/e.issuu.com\/embed.js\" async=\"true\"><\/script><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><b style=\"color: #000000;\"><span lang=\"EN-GB\">Abstract.<\/span><\/b><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0The article states that the lack of conformity between the systems of<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">norm setting, standardization, certification, control and inspection and modern demands and market relations is one of the key factors hindering the development of the economy of the\u00a0Russian Federation. On the basis of an analysis of the national system of<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">technical rate setting, including its<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">merits and demerits, the author considers the problems and<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">prospects of a reform of the system of setting statutory requirements, an evaluati<\/span><span lang=\"EN-US\" style=\"color: #000000;\">on of\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">conformity and\u00a0<\/span><span lang=\"EN-US\" style=\"color: #000000;\">confirmation of\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">conformity, and the formation of a legal basis for a general national legal regime of technical regulation (stipulated by the adoption in 2003 of Federal Law No 184-FZ \u201cOn Technical Regulation\u201d). The problems<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">are<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">reflected in the<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">application of<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">the technical regulations and<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">directives of other countries and of international, foreign and provisional national standards in the reform of the technical regulation system of\u00a0Russia. The success of the reform of the technical regulation system, in the author\u2019s opinion, must be ensured by the application of achievements of national<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">jurisprudence, and by the development of a socio-technical law.<\/span><\/p>\n<p><strong>References<\/strong><\/p>\n<ol>\n<li><em>Versan V.G.,\u00a0<\/em>Technical regulations.
