The essence of a state is the<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">expression of a society\u2019s political organization. There are many approaches to the<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">essence of a state: the elite theory, the technocratic<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">theory, the pluralism<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">theory and others. These are<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">distinguished by their correlation between state and society as well as by their view on the origin of the state. Each of the<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">essential<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">attributes of a state is of<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">great importance: sovereignty, territory, enforcement of monopolies, taxes and levies, law-making, structural organization and others. The functions of a state express<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">the main constant areas of activity, and are internal and external,<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">\u00a0<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">permanent and<\/span><span lang=\"EN-GB\" style=\"color: #000000;\">temporary, economic and social.
